I wish to reinstate my eligibility for the vocational rehabilitation and Employment program (vr6e). As Requested by Henry Cuellar, Congressman, Laredo, Tx, I have been certified and unable to attend because I am a victim, informant, and witness of several Terrorist Acts of Mass Destruction and was Subject of Domestic Human Experimentation and observation.
